Why then does it allow you to select a different SDK? (Assuming you have more than one like before XCode5!),
So as not to immediately break everyone’s builds when an Xcode with a new SDK is released — you can continue to build with the 10.n SDK until you’ve updated your code to build with the 10.n+1 SDK.
But they seem to have broken things with Xcode 5. My only guess is that it was released for iOS developers so they can get the iOS 7 SDK, and the full suite of OS X SDKs is waiting on a release to coincide with 10.9.
As for why older SDKs aren’t working, maybe it’s because Xcode 5 has some changes in the way SDKs work, with the new “modules” feature. Sounds like a good opportunity to get code to build with the 10.8 SDK...
