I've had this problem. Exactly the same situation, OSX and iOS targets each with a unit test and some tests common to both targets. The ones common will run in one but not the other target even when that is selected. Which ones run in which target I've found to be a bit random.

I gave up and removed a bunch of tests from the iOS target, including regrettably some designed to ensure code worked properly regardless of processor endianess. I've also checked the linkages and targets on all test targets and think they're fine.

This looks like another Xcode edge-case, think you might want to file the bug here.
