Question : I assume the new code signing will allow apps to deploy on older OS versions (<10.9)?

And I guess we'll have to resign all app store apps and resubmit?

No. Apps downloaded from the AppStore are signed with Apple’s identities. The certificate you sign with to submit has absolutely nothing to do with it.
