10.9.5 preview codesign tool still includes --resource-rules?

Based on Apple's warning about codesigning changing in 10.9.5 and no longer supporting the --resource-rules option, I upgraded to the latest 10.9.5 preview available today and found that codesign still includes the --resource-rules option, and gatekeeper is still passing my application built using that option.
So what's up? Has Apple not actually made these changes in the preview releases yet?
