It looks like pcre is used in Safari (probably other Apple applications), so the libraries have to be installed, but, it looks like it’s not something Apple wants to support as part of the their public APIs.  I suspect you could go get the header files if you want to use Apple’s pcre libraries from the Darwin open source site, and install it yourself someplace.  It may be easier to simply install it using fink, Homebrew, MacPorts, or download it and build it yourself.
