I've had an open bug on getting the headers for the internal libtiff and libjpeg for close to 10 years now. If I were you, I'd spend the time to build your own version of libpcre and hard linking it into your app. While it won't hurt to enter a bug, the odds of you ever seeing this in your lifetime are, IMHO, pretty low.

In both our cases, Apple probably has reasonable cause for not providing an open API, we'll just never know what it is :-)
