agvtool not finding correct Info.plist

Does anybody know how agvtool knows how to find the Info.plists it should update? In one branch, it correctly finds the Info.plist for the target we're building and updates the CFBundleVersion and CFBundleShortVersionString (along with what seems to be Info.plists for all the other targets in the project). But in another branch, it finds Info.plists for other targets, but does NOT find one for the target we're building. What gives?
