I am guessing at this based on the fact that the Developer directory inside Xcode.app roughly mimics the structure of public directory trees Xcode might refer to.

My best guess is ~/Library/Developer/Xcode/Templates . See the contents of Xcode.app/Contents/Developer/Library/Xcode/Templates for examples. If the path I gave you for user templates doesn’t work, try inserting elements from the internal path into your own. And try the name UserTemplates instead of Templates.
