Thank you for your thoughts, Andrew.

Why should "multiple versions of an app" be "complicated" for users? We
would like to offer a German version of the app to our German users,
while Latvian users would surely prefer a Latvian version, and the Czech
users would never pick a Spanish version. :-) We have seen in the past
that most users prefer to pick their localized version of an app when
download weight matters.
So if a rich app has e.g. 11 languages with complete Help Books, like
e.g. iCalamus has, the difference between the app ZIP with all 11
languages and a single-language ZIP archive would be about 100 MB.
