Connections Inspector sometimes omits Sent Actions

The Connections Inspector in the xib editor (IB) sometimes omits Sent Actions, as shown in this screenshot:

Later, upon re-opening this xib for editing, the action *was* listed in the Connections Inspector. (I had not changed anything recently. This particular xib file has had this target/action wired for years.)
If anyone figures out how to reproduce this, please report to https://bugreport.apple.com/ and reference my Problem ID #15744301.
