The only known satisfactory way to do this is to use a third-party doc reader such as Dash.
I submitted a bug pointing out that I had lots of older doc sets, for a very good reason, and Apple replied basically denying that there was any such reason - they couldn't imagine (even with my help) a use case where one would need to look at older docs. m.
