Thank you, guys.  I didn’t find anything in Preferences but indeed, in the Build Settings, I found “Mode of Analysis for ‘Analyze’” and   “Mode of Analysis for ‘Build’”, which are set to their “OS X Default” values of “Deep” and “Shallow”, respectively, for the project and all relevant targets.  Copying the settings to the clipboard (!?!?) reveals that they are in fact CLANG_STATIC_ANALYZER_MODE.

Anyhow, I conclude that all of my settings are correct, and it should be working reliably, but is not.  This is a large old project with many targets, which was born by Xcode 3, so I’m probably out on an edge case.  I’ll try to package it up and file a bug report or incident.
