Why does 'Commit' not add new files by default?

When I add new files to my project and later click Source Control > Commit (⌥⌘C), the checkboxes for newly-added files are OFF. This results in my doing many pairs of commits, wherein the Commit Message on the second commit is “Forgot to go through and switch on the stupid checkboxes for new files”.
Is there a good reason why those checkboxes are OFF by default? If not I'll file a bug.
In Xcode Preferences > Source Control, checkbox “Add and Remove Files Automatically” is on, but apparently that is for something different.
P.S. I think that “Push to remotes” should be on by default too.
