If it had been Xcode 6, my answer would have been that Apple is pushing adaptive layout hard. (Cf rumors of upcoming devices that will be called “iPhones,” but might be suitable for apps formerly thought of as “iPad-only.”) By that theory, if Xcode didn’t give you access to larger screens, it would be doing you no favors.
(You can pare the list down, but only globally as far as I’ve seen.)
For Xcode 5… it’s either the dawning of the new régime, or a bug.
