IOS "Use device for development" question

I've seen this a billion times over the past three years and am wondering if anyone can give any insight into why this happens/what is happening that causes this.
In this iOS developer account, I am not an admin or agent, I am a developer with standard privileges. I've never seen this issue when logged in with an admin account.
Upon plugging a new iOS device into my Mac (Xcode 5.1.1, Mac OS 10.8.5), and opening the Organizer, there is a little empty circle next to the new iPhone in the Library of devices.
When I click on the "Use device for development" button, I get a sheet appearing that tells me I do not have the privs required to do that.
And then, some time after I have dismissed the sheet, the little circle next to the device turns green.
It's much worse when trying to download a provisioning profile for my device, since Xcode states that I don't have the privs to do that, then destroys my current code signing in some obscure manner, but that's another issue.
Why is it that Xcode tells me that I don't have the privs to perform an operation and then performs it anyway?
It's messages like this all over the product that make Xcode look less than stellar. Does anyone know what's going on here?
