I don’t think any of this is necessary, and I’ve never done it. The order of the projects in the Navigator isn’t significant (regardless of whether your “below” means below the app project hierarchically or linearly).

Edit the scheme, select the Build (top row) item, then hit the '+' button. You should be able to add the framework project to the build.

The scheme has an option to find target dependences automatically. I don’t recall ever adding a framework target manually here.

Go back to Project Navigator and make sure the framework is above app. Drag there if it is not.

Again, the order shouldn’t make any practical difference.
