Just press Cmd-Opt-R and the scheme editor pops up. Edit the args and press Run and off you go.

And if you want to set the arguments (or environment variables) in advance, select Product > Scheme > Edit Scheme… and you’ll get the Scheme editor without asking to run the target. On the US keyboard, the key combination cmd-<  amounts to sh-cmd-comma.
