I think what you may be missing is that it's much more common for Macs to be advertising 0 services... That's part of the difference in the level of security "out of the box" is that Macs don't have a rat's nest of legacy services running by default.
Now it may be that your clients typically all have some service running, AFP, SMB, or remote management. Or it may be that they don't. But if they do, it would help you if had some idea what service so that you could look for that rather than theorizing about what all services the Finer checks for.
