Apropos not working

After installing the latest Xcode command line tools (which do not mention man pages though):
man getaddrinfo works.

But apropos getaddrinfo says: "getaddrinfo: nothing appropriate".

Tried to run /usr/libexec/make-whatis but:
-bash: /usr/libexec/make-whatis: No such file or directory

whereis make-whatis returns nothing.

So: how to get apropos working?
