Yep. I'm seeing it on Mavericks and Yosemite. Quite a few of the things you can do to a window still work (resizing, going full screen), but the central panel of my Xcode window is dead. You can stretch it, resize it, but its contents just get bigger, smaller or warped (like an image), though the secondary parts of the window (side views left and right, console at the bottom, etc.) seem to be operable. I go for a walk (sometimes swearing, sometimes not) and it ALMOST always fixes itself.
