Exactly, but the way it signals that it's been launched and approved by
Gatekeeper (and by the user) is by clearing the quarantine attribute
from Xcode _and_ all contained files. All 100K+ of them. :-)

It's not Xcode, it's Gatekeeper. For Gatekeeper to put up a generic
progress indicator for checking time, it would have to first scan
everything inside an app - adding at least 50% to the total time. I'm
sure nobody will want that. (The Finder does this, BTW - "preparing to
copy", then "copying".)
