I have one 5.1 box here on the same OS that is offline so I can actually search the iOS docs and I am able to build and run in the simulator.
What happens if you create a new project?
FYI, entering that download URL you mentioned into Chrome on my online box does download a 54KB file in plist format.
Rename its extension to .plist. There is a refreshinterval of 86,400 something, then there is a list of 44 downloads and identifiers.
The first of these links does download for me, as does one of the simulators.
Did yesterday's update break much more then the docs for us in 5.1 or does Xcode simply think it is offline?
