No it doesn’t. Xcode 6.1 doesn’t “ship” with anything. It hasn’t shipped.
The recent pattern is that Xcode prereleases supporting OS prereleases have included SDKs for the OS versions in current release, as well as the prerelease-quality SDKs. Rather than go O(N^2) on a note that was already too long, I stuck to publicly-available tools for publicly-available products.
I will send $10 to the ICRC in your name if 6.1 ships with a Mavericks SDK. I admit I have a _little_ doubt: I have a note suggesting the contrary might be the case, which is why I’m sticking to $10.
(Sigh. To hope I’m right is to hope the Red Cross will be out the money. I’ll send $20 anyway, but half of it may or may not be in your name.
(And please don’t anybody chime in on-list with the relative merits of aid organizations.)
