External Build query

I have been trying various External Build projects in Xcode 6.3.  Some of them work (even breakpoints!) but some do not.

The ones which fail to build are those in which the tool needed is under /usr/local/.  This includes, for instance, gfortran and TeX.

If I just configure and make (not Xcode) these failing projects, they *all* make correctly and everything works.  However, if I add the same files to an Xcode External Build project (following all instructions), Xcode fails to build complaining that it cannot find these tools. Again, this failure does not occur if the projects use only C or C++.

Could anyone suggest a solution?
