iPad ineligible for dev?

I have an iPad with iOS 7.0.6. I'm trying to test some code that has to behave differently on iOS 8, but Xcode is saying that this iPad is ineligible (deployment target).

My project's deployment target is 7.0.

Any suggestions? Thanks!
