Go back to Xcode 6.2. Xcode 6.3 is pretty badly broken, and though there may be people who are using it successfully you’re asking for trouble (crashes and hangs that will make you much unhappier than you are now). The Xcode team has said in the developer forums that they’ve identified some issues, but AFAIK there’s no new release yet. (6.4 beta 1 apparently isn’t a fix for this.)
It would be worth submitting a bug report with a sysdiagnose and a failing project, if you can, just in case your problem is something different from the storyboard hangs that have already been reported.
