I'm on 10.10.5. The first alert I get just says it's unidentified, and doesn't give me any other options. The Security Sys Prefs pane has a note saying the app launch was attempted, and gives an "Open Anyway" button. Clicking that does nothing (but has worked for other unidentified apps).
Each new update, I have to
- authorize changes
- allow apps from anywhere
- launch Xcode (which take a couple minutes to validate)
- disallow apps from anywhere
