Is PackageMaker still useful for non-Mac-App-Store

I need to produce an installer for a kernel extension (kext), a custom hardware driver, for distribution outside the Mac App Store.

In the past I’ve used the PackageMaker app, from the “Auxiliary Tools for Xcode” download, for this purpose, but that has not been updated since 2012.  And the package-maker now built into Xcode seems to be only about the Mac App Store.

Is PackageMaker 3.06 (June 2012) still the thing to use for this purpose?
