Create a project (doesn’t matter what for, so long as it has library links and source for which the user breakpoints are valid), right-click the User-domain section head to move the contents to project-shared domain, and hand the project over to the other user? Then have both users transfer the shared breakpoints back to their User domains?

Not verified, and not as good an idea as a feature that would export user breaks; it’s another of those What I’d Try Next things.
