Virtually all of Apple's files are like this. I don't like turning on wrap except in readme files (because I hate it when lines of code are wrapped). A search on Stack Overflow turns up a few solutions involving automator. They're not perfect, but can probably be made so.

I do wish Xcode would support reformatting comment blocks natively. Filing a bug report, you should, too…
