Quitting the app fixes the problem for that app. But then as time goes on, the delay keeps getting longer for that app. Rebooting doesn't fix it. I rebooted this morning for a security update. Xcode has been running since then and takes nearly a second to D&D. A fresh launch of TextEdit takes the normal fraction of a second to D&D.
