Xocde server bots - time after commit before running

According to some of the examples in the docs on the Xcode server and Continuous Integration, one of the setup images states that on a commit, the source repo will be scanned "every 5 minutes" if you are creating a bot for building on commit.

In the real world, in Xcode 7.1 and with Xcode Server 5.0.10 this doesn't appear to be the case.

I've seen a new build fire off 30 seconds from a commit.

Which is it?  I'd like to be able to predict how this thing fires off.
