It commits just fine, but Xcode still refuses to commit.

it commits, then presumably there’s something wrong in your original
project, which at least narrows things down a bit. If not, submit a
bug report with the new project. (And/or submit the original project,
if that’s feasible.)
Can't even get it started! When I create a new project, as soon as the
Xcode window opens after the initial dialog and telling it where to
save, I get the same message.
3. Try changing the global user.name and user.email to something else.
Tried deleting them, but no change.
4. Use Keychain Utility to see if there’s any configuration
information for git stored in the keychain.
Nothing in Keychain Access (I guess that's what you mean) to do with git
or Xcode.
Making a local entry does work, but do I have to do that for every project?
Anyway, I have the raw material for a bug report now.
