I'm no VoiceOver expert, but I was able to navigate to that button. For me, VO-space did nothing on that button. (Xcode 6.3.2, OS X 10.10.5) However, I just retested and simulating the mouse did work (VO-Command-Shift-Space twice).
Maybe they fixed things in more recent versions of Xcode so that VO-space works.
