As is the way, 10 mins after I posted this, I found out what the problem was. The app has embedded
within it an old Packagemaker-generated PKG that is no longer accepted by the 10.11 Gatekeeper
(the format has been deprecated since 10.5). So it has to be converted to a flat PKG and signed.
Hey-ho! Such are the joys of contracting...
