The release notes are there somewhere. Try searching for “appkit release note” or “foundation release note”.

However, I very much doubt that a change this small is mentioned in the release notes, especially because it looks like the change was made primarily for Swift convertibility. There’s usually an "API differences” document that lists specific changes in detail, but I can’t find one for 10.11, which is probably where the change was made.

You should go ahead and file the bug. It’s a minor though puzzling issue in the case of NSApp, but it could be significant in other places that have greater visibility (e.g. __kindof NSView*).
