It isn’t affected by the current selection, you see the entire commit.
It seems entirely reasonable that the filter buttons at the bottom of the navigator should have an explicit action in the Preferences -> Keybindings list (so you can assign a keyboard shortcut). If you get your bug report in right now, there’s still a chance you can get a change in the Xcode 8 release (though it’s showing signs of going GM imminently, so maybe not).
