I'm also finding that Xcode 8 has regressed with refactoring.  It now seems totally unable to refactor IBAction methods, even in a trivial freshly created test project.  It says "The selection is not a type that can be renamed.".

Hopefully it's a bug and they didn't deliberately remove such a useful feature.
