FYI, I’ve been able to establish that:

• There’s an underlying error being returned from the Keychain API when iterating my login keychain (e.g. using “security dump-keychain”)
• It happens even when using an old backup of the keychain file (from before I had any problems)
• It _doesn’t_ happen on my other computer when I copy my login.keychain over to it

So I now believe this is a Keychain API regression in the 10.11.4 beta (15E33e) installed on my dev machine. I’ve filed a bug report (rdar://24440508). I guess I’m stuck with this, on this computer at least, until it gets fixed...
