Did you launch Xcode outside of server first? I’ve had similar “Accept License Agreement” messages in the past and have gotten past that step by stopping whatever it was I was trying to do and instead launch Xcode. After answering any questions I sometimes opened preferences and made sure any Components I need were downloaded and that the appropriate command line tool version was set. Finally I quit Xcode and went back to whatever it was I was trying to do in the first place.
However, my particulars never involved server.
