There's a toolbar button to toggle the table of contents ("Hide or show table of contents").  That's also available in the Editor menu when the documentation window has focus.  Is it just that you've hidden it?  (I know that in some versions of Xcode, there was a bug where the second tab to be opened would have the table of contents hidden.  Maybe if you don't restore it, it becomes the new default.)
