I can’t find any documentation either :(
It takes the form of an App Extension, so you create an OS X app, then add a target, and select Xcode Source Editor Extension as the target to add. From there, the template’s not very verbose, but you can at least go through the XcodeKit headers to see what’s possible.
It looks like our best resource for now will be the live stream of WWDC Session 414, Using and Extending the Xcode Source Editor.
