Yes, try deleting the existing app and reinstall through the app store.
FWIW, I just tried installing the latest Xcode update through the app store and it sat there saying “Waiting”. After trying everything else, I deleted the existing app and reinstalled through app store and all seems to be well.
Yes, it would be nice if the app store could actually update Xcode reliably, thanks for asking.
