Xcode Devices window

I seem to recall once upon a time being able to upgrade iOS devices via the Xcode Devices window. I have a matched set of a dozen iOS devices that I want to upgrade uniformly to 9.3.5 but not to 10.1.1 just yet. Is this possible? I can't figure out how to do so using Xcode and/or iTunes. It seems that every reference to iOS 9 has been scrubbed from https://developer.apple.com/download and https://developer.apple.com/downloads. Is there some other place to look?
