This is a repeat of a question you asked (and was answered) the beginning of September.  I don’t know why apple does it the way they do, but if you want the latest/greatest beta you need to use a different link.  It is the one Gleb Dolgich posted.  Use it.  Bookmark it.  Then we won’t have to go through this again next month :)
