This behaviour started a long time ago. In macOS X 10.7 Lion if I recall correctly.
It’s actually rather smart: if there is a diacritical variation of the character, you get the pop up. Otherwise, it repeats the character.
So I can easily continue to type comments such as:
/*************************************************************/
And I can now easily type èéëēėę without pulling out the Unicode browser.
How often do you actually have to repeat a large number of “e”?
I do really love it.
