1) There's a Release Notes item in Xcode's Help menu, although it takes you to the online page <https://developer.apple.com/library/content/releasenotes/DeveloperTools/RN-Xcode/Chapters/Introduction.html>.

2) When I search for Xcode Release Notes within Xcode's documentation viewer, I find an entry that's just "Xcode Release Notes" (no version mentioned) in among all of the others. That shows me the current release notes.

Xcode 8.3.2. In Preferences > Components, I have downloaded the Guides and Sample Code documentation.
