I too have been hammered by Xcode 8.2 doing this to me for the last month, since starting my first Swift project. I think a related problem is that the SourceKitService process will sometimes go crazy and bring the Mac to a crawl.
However, I am happy to report that I’ve just had my first peaceful week or so with Swift. The never-ending builds seem to be caused by leaving open a storyboard window in which I have some @IBDesignable views. I think that Interface Builder is constantly building the target so that it can update its rendering of these views. Closing such windows seems to stop it.
