There are some differences, but from a developer standpoint the iPad mini is equivalent to the regular 9.7" iPad.

The only reason (that I can think of) where you may want to have different UI on an iPad mini is because the UI would be too small. If that's the case, maybe it's time to re-think the UI on the regular iPad too.
