Network Time Protocol (NTP) doesn’t use HTTP; it generally doesn’t use TCP at all. Does your proxy server support forwarding UDP?

For many years I sucessfully used our NTP < ntp1.ill.fr> since we have no access to Apple’s one. Our proxy server blocks UDP but codesigning was Okay until recently and thus does rely on a UDP port.
